Abstract

Penelitian ini menekankan pentingnya penerapan collaborative governance dalam kebijakan kesehatan jiwa di Provinsi Daerah Istimewa Yogyakarta (DIY), yang diharapkan meningkatkan efektivitas penyelenggaraan kesehatan jiwa melalui kerja sama antar-stakeholder. Meskipun demikian, temuan awal menunjukkan bahwa kebijakan tersebut belum efektif di DIY. Penelitian ini bertujuan menganalisis proses collaborative governance dan faktor-faktor yang mempengaruhinya, dengan pendekatan post-positivistik dan metode kualitatif. Data dikumpulkan melalui wawancara mendalam dan analisis dokumen. Hasil penelitian mengungkapkan bahwa proses kolaborasi berjalan baik dengan dialog tatap muka yang terstruktur dan upaya membangun kepercayaan melalui kegiatan kolaboratif. Namun, tantangan muncul akibat kurangnya komitmen dan pemahaman bersama antar-aktor, serta belum adanya kerangka kerja implementatif. Kepemimpinan mampu menjalankan perannya dengan baik yang memfasilitasi inisiasi kerangka itu dalam bentuk penyusunan Rencana Aksi Daerah (RAD) dan panduan Tim Pelaksana Kesehatan Jiwa Masyarakat (TPKJM). Kesimpulannya, proses kolaborasi masih memiliki sejumlah tantangan dan memerlukan aturan dasar lebih baik agar kolaborasi lebih implementatif. Disarankan agar seluruh stakeholder di Tim Pengarah Kesehatan Jiwa Masyarakat (TPKJM) terlibat dalam penyusunan RAD dan penerapan panduan TPKJM serta meningkatkan kapasitas dan koordinasi antar-stakeholder untuk memastikan keberlanjutan dan efektivitas kebijakan penyelenggaraan kesehatan jiwa di DIY.
