Abstract

Program pemberdayaan masyarakat skema perhutanan sosial (PS) sudah lama berjalan. Program ini bertujuan untuk menyelesaikan permasalahan kehutanan yang mengancam sosial ekonomi masyarakat dan lingkungan. Namun program tersebut berjalan lambat dari target 12,7 juta hektar (dari 2014 hingga 2024), pada 2021 baru tercapai 4,5 juta hektar. Hal ini tidak lepas dari program itu sendiri kurang mengakomodir kebutuhan masyarakat lokal. Penelitian ini bertujuan untuk menganalisis bagaimana proses PS dengan melihat dari kacamata pemberdayaan itu sendiri. Studi membahas dari sisi informasi, partisipasi, akuntabilitas, dan lembaga lokal. Penelitian ini mengambil kasus PS di kawasan Sesaot, Provinsi Nusa Tenggara Barat. Dengan menggunakan pendekatan kualitatif penelitian ini mewawancarai informan penting secara purposive. Hasilnya menunjukan bahwa fasilitator dan petani masih kurang memahami informasi PS. Partisipasi masyarakat belum terlihat karena campur tangan fasilitator masih besar. Akuntabilitas dalam program pemberdayaan dilakukan dengan melaporkan hasil kegiatan untuk pihak-pihak tertentu. Kapasitas organisasi lokal perlu ditingkatkan agar petani menjadi berdaya. Terjadi penambahan aset dan kemampuan individu dalam mengembangkan usaha kehutanan, namun tidak semua masyarakat mendapat kesempatan yang sama.
