Abstract
Anak yang berkonflik dengan hukum harus dilihat secara komprehensif baik sosiologis, psikologis
dan juridis formalnya. Penelitian ini bertujuan untuk mengidentifikasi permasalahan dan kebutuhan anak
yang berkonflik dengan hukum di Lapas Anak Blitar. Identifikasi permasalahan dan kebutuhan yang
dilakukan di Lapas Anak Blitar menunjukkan masih begitu banyaknya pelanggaran atas hak anak dengan
perlakuan yang tidak berpihak pada kepentingan terbaik bagi anak, khususnya dalam pemenuhan kebutuhan
dasar anak seperti kesehatan, pendidikan dan kebutuhan pelayanan konseling. Untuk itu perlu dilakukan
upaya peningkatan pelayanan di Lapas anak yang child friendly, untuk pemenuhan kebutuhan hak dasar
anak.
